Mayor Terry Beckham brought the meeting to order at 6:00 p.m. He led us with the Pledge of Allegiance. Alderman Jason Ward gave a word of prayer.

Those present: Mayor Terry Beckham, Alderman Jason Ward, Alderwoman Lula Patterson, Alderman Bill Bennett, Alderman Curtis Crouch, City Superintendent Jason Evans, Police Chief Michael Sherman, City Clerk Jamey Griffith, Ella Miller with the press. James Hayes, Harry Martin and Kurt Merseal.

Alderman Bill Bennett made a motion to approve the agenda for Tuesday January 20, 2026. Alderman Curtis Crouch second, all in favor, motion carries. Alderman Curtis Crouch makes the motion to approve the regular meeting minutes for Monday January 5, 2026. Alderman Jason Ward seconds, all in favor of motion carries.

Unfinished Business: Nothing

New Business: Mayor announced that the council needs to revise the utility connection rates. This is to be tabled until the next meeting.

Planning Zoning: Superintendent Jason Evans announced that Dennis Bell plans to petition the city to put in a 45-lot subdivision. Dennis dropped off a map of the plans. The petition letters A-F requesting the city will consider the plans. Jason also has a blueprint available to look at. Council will have to consider all this, and it will have to go to our attorney first. Part of the subdivision will need to be annexed to be in City Limits.

Payables: Alderman Curtis Crouch made the motion to pay the payables in the amount of $574,510.34. Alderman Jason Ward seconds all in favor of motion carries.

Chief Sherman: Chief is asking to purchase a used vehicle from the Mo Highway patrol. For $27,900 he stated that they have the money budgeted for equipment and he stated that this is equipment. Alderman Jason Ward made the motion to purchase a vehicle out of the equipment fund for $27,900. Alderman Bill Bennett seconds, all in favor of motion carries.

Chief Sherman wants to create a Lieutenant position within his department. He is requesting to move Sergeant John Hanner into a lieutenant position. Joshua Woodall and Brian Friedmann into Sergeant positions. Joshua Woodall with a .77 cent and hour raise and Brian Friedmann a .31 cent an hour raise. Sergeant John Hanner has agreed they can look at his pay later. Alderman Jason Ward made the motion to approve this new position of Lieutenant. This will promote Woodall and Friedmann to the same step on the pay scale as Police Sergeant. Mayor Beckham asked Chief Sherman if there is money in the budget for this.

 Chief Sherman says that he has spoken to everyone else and it is in the budget. Alderman Jason Ward made a motion for this to be effective immediately. Alderman Bill Bennett seconds all in favor of motion carries.

Chief Sherman also announced that the Ordinance amending Chapter 76 section 76.160 has been amended, and ready to pass. This is the Ordinance for parking.

His last announcement is that they have the community building open as a warming shelter from 8am to 7pm. No animals are allowed.

Jason Evans announced that there is one more piece that needs to be put on the roof at City Hall, and it will be finished. They have some pruning to do at the park for the Trail of Tears monument. And all the water samples came back good.

Parks: Mayor Beckham spoke about the Jonas Museum break in. He met with the adjuster and was very thorough. He announced that we are the owners of the Jonas Museum and property. The adjuster is going to work on pricing out the damage. We have someone coming in later this week to see if some of the items can be fixed or replaced.

Streets: nothing

Jamey Griffith: Announced out of 119 business licenses we now have 4 business owners that have not paid.

Public comments: James Hayes asked who is paying for the annex fees. Superintendent Jason Evans said the owner will.

The next regular meeting is scheduled for Monday February 2, 2026, at 6:00 p.m. in the Council Room.

With nothing more to discuss Jason Ward makes a motion to adjourn at 6:54 p.m. Alderwoman Lula Patterson seconds, all in favor, carries motion.
